In the United States in order to provide low cost health insurance, the Congress needs to consider providing even larger grants to ensure that the uninsurables have access to affordable coverage. Otherwise, the burden of providing this coverage will ultimately be borne by individual and small business health insurance purchasers, many of whom can least afford to shoulder the broaden of providing low cost health insurance. The federal government is not always the solution when the problem is low cost health insurance since the government itself tends to be wasteful and to operate at a loss.
